In response to new initiatives for children's products containing lead, the European Commission regulation No. 2015/628, which limits the lead content in products, has entered into force in June 1, 2016 and has been incorporated into the chemicals registration, assessment, authorization and restriction regulation (REACH regulations).

According to the legislation, children can put articles or articles in their mouths. If the lead content exceeds the minimum limit of 0.05%, they are not allowed to be put into the EU market.

It should be pointed out that the "child" in the regulation refers to the group with high risk of exposure to lead, that is, 6 to 36 months old children. "Can be put into the mouth" refers to the length and width of the articles or parts of the articles, with either side less than 5 centimeters or with the same size of dismantling or protruding parts.

Regulated items include items that are used by consumers and may be placed in the mouth of children, such as

clothing

Shoes, related accessories, interior decorations, sports and leisure articles, stationery and so on.

  

Inspection and quarantine department

It is a reminder that in order to improve the quality of products and deal with technical barriers in developed countries with a strong capital and skillful attitude, the enterprises exporting to the European Union should carefully study new laws and regulations. All products that contain lead or lead compounds with lead content equal to or exceeding 0.05% can be banned under normal or reasonably foreseen circumstances without being included in the exemption list.

On the other hand, the relevant legislative departments should also take foreign standards and regulations as the reference basis, gradually improve the domestic laws and regulations, and enhance the manufacturing threshold of products, so as to fundamentally implement the "going out" strategy.

In the first half of the year, the EU's non food consumer goods quick notification system (RAPEX) found that 6 batches of products exported to the European Union were recalled due to excessive lead content of products or parts, involving wooden toys, bracelets, metal beads and other consumer goods. Not only did enterprises suffer losses, but also made "made in China" criticized.

The trade and clothing center also learned that for those recalled enterprises, it is not essential to follow up the updated laws and regulations in foreign countries in time, and the lack of thorough study of regulations is the root cause of the "failure to go out" of products.
